Anyone not monitored with a badge is required by their employer to have any occupational exposure that they might get kept below 500 mREM-not kept to zero (for example, dual photon bone density technologists). Below 500 mREM is considered to be “absolutely safe,” since it is consistent with unavoidable background radiation.
For the occupational exposed worker who is badged, they can receive a maximum dose of 5 REM per year; there are no somatic cell changes to doses of 5 REM/yr. This is why the limit was chosen.
